As said, even if you get rid of the guns, people will still find a way to kill each other. But at least by getting rid of guns, tragedies like today should be reduced significantly.
not really, china has been dealing with a rash of mass knifings.
if you want to be more effective get in a big truck and head for a crowded place. if you are trying to maximize your kill count, go to a crowded public place(some college buildings are excellent for this) and set up a series of bombs/fire bombs.(killing lots of people gets easier the more imaginative you are).
in addition mass attacks in general are rare so what is important to look at is the cause for day to day violent crime (not gun crime. dead by gun is just as dead as dead by hand) and any balanced study will show that there is no correlation between harsher gun laws and violent crime (if you force a conclusion the trend is slightly negative)
It doesn't really matter what Laws they enforce, it will never stop people from doing something so horrible as things like this. They could go as far as banning the creation of guns and other weaponry, but it will never, ever stop the people. Guns don't kill people, People kill people. No matter what, they will find a way to invoke such tragedy as they see fit, for, it is just what their sick and twisted minds perceive as 'right'. Though, I am not saying I don't support the idea of harsher laws. I am 100% a supporter of changing weapon laws.
